More Commands for CityPlugin

**# Hey, I have some issues with the city plugins. My friend created a city and invited me in and I can't access to any of his chests or interact with entities.

I asked my friend to shows me his /c commands to see if there is /c promote playername, /c giveaccess playername or /c trust playername and there none of them on there.

Please fix the /c with the commands that Mayor can give access and more commands for mayor.

I just figured out how to give residents permissions and promote them. I still need the issue solved for more commands for mayors.
