Admin claims

Can we have claims that belong to nobody and protect things like the spawn point? That way, no one can claim spawn, but it's still protected.

The factions plugin is a great example of what I'm looking for.

Yes, simmply create a city and claim chunk Then use /cityadmin setmayor none

This city should be admin and no pay tax. You can use /c leave then
