Make always drive yourself an option

Rainer Hilmer repo owner created an issue

Alas since LCPDFR I face the game crashing pretty often when I spawn a driver by pressing L. So it would be a good thing when we had an option (AlwaysDriveYourself) in the config. So no matter if the player sits in a 1-seater or an empty 4-seater, he will drive himself.

    Changed the priority from critical down to major because issue 46 has to be resolved before this.
