Work Performed Date

Need option for authorized users to set a "work completed date" when entering data. This covers the use case that a tech performs some work and doesn't enter results until a later date. The work completed date should be the date used for trending.

Implemented but we need to give some consideration to which users/roles are allowed to perform this action.
