Add control charts to graphing

Need to add statistical process control charts to graphing page.

Basic control charts are implemented in dev branch using Dan's code: https://bitbucket.org/fizzix/control_chart

It seems to be pretty slow for some data sets, so we may need to do some optimization there.

The formatting of the plots also needs to be worked on a bit...I think my matplotlibrc is messing with Dan's styling.
