Library object not coming into project at proper location

In the attached project file,

the Bridge Rail group has shifted upwards about 0.75 inches. I added a red working line in the library object at the insertion point of the barrier. In the library it is exactly at the face of barrier at the level of the deck. In the project file, the working line is exactly where expected, but the barrier is positioned higher. I've tried removing all of the chamfers from the section, but that didn't work. It is strange that the older files with this bridge rail appear to be in the correct position. The only difference is that the cross section slope under the rail has changed between the files.

Objects are placed based at their COG for None and Orient type placement. I will close the issue for now, but we may want to reorganize/consolidate the alignment placement behavior.
