AlignV does not appear to be working properly

It appears that AlignV="Warp" does not work as intended. This can be seen for the stiffeners placed on girders in the following project:

They are represented as being vertical instead of perpendicular to the grade of the bridge, which is equivalent to AlignV="Orient". "Orient" should place them vertically, and "Warp" should place them perpendicular to the grade.

Is this still an issue? -- I don't see any obvious issues with the stiffeners.
