Need to add material first before a section can be added

If the user wants to add a section, he needs to add a material first. Is it possible to be able to add a section without having to add a material first? Rebar type can be imported without having to add a material or section first.
We can make it so, but then you will have to import materials later as section analysis will require it. This will not be an issue once we make the starting templates unit aware. For example, if you can choose to create and Empty Project in US or SI units, that project would automatically come with standard materials, rebars etc. In that case, you would not have to import material and go straight to creating your section. We expect some updates on units by this weekend.
