Able to change privileges as a normal user

okay we are able to change SESM Access when we are just normal web manager like be able to make yourself from a web manager to a web administrator and also a web user

    only an admin or a super admin can pomote a (gest) user as admin of a server, a manager can only promote a gest user as user or manager.

    Can you clarify your problem ?
