When configuring steam group, "" should be interpreted as "0"

If a user decides to remove a steam group from their server, they will naturally go to the config page, access tab, delete the content in the "Steam Group ID" field, and save. This results in an error for improper input. It should instead parse empty terms as the default values for non-nullable fields.
