Clean up ET web site menu

The menu entries "support" and "issue tracker" should be separated from "wiki", "blog", and "seminars". The first two are about the code, the latter two about the community. I suggest to move the first two to the "download" section that currently has no sub-menus.

I don't think "support" and "issue tracker" belong under "download". I agree that the structure is confusing; I can never find what I'm looking for quickly. Some of the choices make no sense to me; e.g. the "Community services" section heading is a link to a generic page which describes the toolkit, which would probably be better off in "About". This looks like a mistake; likely nobody clicks on the section headings because they don't realise that they contain content different to the sub-pages. Also, the documentation section is all about Cactus, without making that clear, even though the ET claims to be more general than Cactus. Maybe it's time for a cleanup of the structure of the sidebar.
