Test Pacman

I did a major revision of Pacman some days ago. For me, the code runs fine and I don't spot any bugs. Could you also run some tests and see if everything runs smoothly? We don't have a method that learns a good policy on this domain, but at the domain itself should run flawlessly. There is a case in cases/pacman/independent.py that you can use as a start.
