Declining to use a possible counterspell still takes time

As per title. I'm aware this is a "legacy" bug, but still.

    In detail, pls. I.e. what you see (numbers/timers before and after). And what you want to see.

    Why? I not fully understabd the code, but it seems like async event. I.e. termin "character time" is questionable in this context. This maybe NPC time.

    Eh, from some testing done on my current save, I'm not sure. When I can do more testing, I will report.

    Meanwhile, I'm attaching the aforementioned save if somebody else wants to take a look. I'm a mage, and there's a bunch of enemy mages in view.

    The code does not allow for this. The counterspell timeout is only applied if the player chooses to counterspell, otherwise their involvement in the spell/counterspell action is simply being asked a yes/no question on whether they want to, which does have a timeout involved.

    I am not fixing this because of the last comment I added. I suggest that the timeout experienced is that of the choice not to counterspell, not a timeout from actually counterspelling.

    If this is the case, then if someone does not wish this timeout, they should disable counterspelling. And if they can't, well, then create a new issue to address this separately.

    If the timeout is the counterspelling, rather than the choice, then please reopen.
