Spell: Nystrom's Magical Aura appears completely nonfunctional

As per title. Two primary issues, that I can see. Big one is that using it on an item gives you the message "<Item> is unaffected" and does nothing. Second, smaller, issue is that it only gives a very limited selection of items you have on your person -- as far down as your shoulders and no further. From the attached save, Nystrom's Magical Aura has been hotkeyed to 1 and items are available. Just press 1 and observe it failing to work.
