Spell: Teleport completely nonfunctioning

As per title. Cast the spell, choose a direction, get the message "You are unaffected." Lose mana, nothing else happens.
This is likely caused by an old fix that was intended to prevent casting over walls when you shouldn't be able to.
Attached character has the spell hotkeyed to 3 and ready to go.
