pip install rpy2 failed on Red Hat Enterprise Linux Server release 6.10

Python 3.6.8
R 3.5.2
OS Red Hat Enterprise Linux Server release 6.10

When running pip install rpy2 I get the following error:

I get the same error when building the sources of rpy2-3.2.4.

What can be the problem?
