There should be a process which executes periodically (once a day?), and performs various checks, such as if there are only X days until a semester will be closed, then it should check how many courses haven't been closed, and send notifications to the teachers of these courses, plus the offices.
There are more tasks which could be taken care of by this process:
- Closing the current semester and opening the next one
- Opening/closing the registration period
- Checking if a new curriculum should be activated (should happen once each year)
- Checking if there are X days since an assignment was handed in by students, and if the assignments have been graded
etc.

Account Deactivated reporter Implementation detail: this is probably better suited within a Windows Service rather than under IIS as a part of the Web API project (in terms of architecture at least). Perhaps this will come in handy: https://github.com/jgeurts/FluentScheduler
