Notifications for events happening in the future

There are several events which should not be notified about immediately, but sometime later. This is common when a teacher adds new material (announcement, lecture, assignment, online exam etc.), which isn't supposed to be published immediately, but sometime later.

One solution is to use the library provided by http://hangfire.io/ , the question is where exactly would be the best way to do that.
