Scientific and technical justification document

The scientific and technical justification document upload needs to be added to the proposal model and form. The problem is that FormPreview does not support file uploads (see https://code.djangoproject.com/ticket/7808).

A possible solution might be to upload the file to a temporary location first and then move it to its final location when the preview is confirmed.
