Add option to toggle between showing followed or all repos

It should be possible to toggle the dashboard between showing Followed repositories and All repositories, rather than only Followed.

I'm imagining one of those split toggle buttons at the top, labeled "Followed" and "All", allowing an easy toggle between the two views.
