enhance milestone-based views

I would appreciate two distinct milestone-based views.

The first milestone view would be used for planning purposes. The left-most column would be all issues NOT in milestones. Columns to the right would correspond to a user-selected set of milestones. Dragging between these columns would place issues within each milestone. This is different from, simpler than, and related to issue #172.

The second view would filter issues based on the single selected milestone. This is essentially issue #13. It would operate much like the versions pulldown, except for milestones. This view is intended to aid tracking new/open, in-progress, and resolved issues within a milestone for project management.
