Enhancement to Data Entry For Stream and Wind Calculation

Currently, the data entry dialog for stream and wind calculations only accepts distance as a metric to delineate transition points. This user requests that time be added as an alternative. For some apps used to record OTW data, it is easier and more accurate to analyze transition points based on time rather than distance.
