Adapt Physics power calculations to include slower boats and coastals

Issue #568 resolved

Since I've started rowing OTW in my "coastal" 1X, I have been struggling to get power numbers that resemble what I am feeling (RPE) and/or what I used to get in the 4X. For example, in the 4X, typically my overall average power was 128 watts for 1:18:00 of moving time (n=119). In the 1X it's been 70 watts for 1:14 of moving time (n=17).

At first I blamed it on the coastal 1X vs a standard racing 1X and began upping the crew weight to see if I could get reasonable power numbers. That hasn't solved the problem.

Lately I've been taking a closer look at the charts and the data file that you create for each workout and think I have found the problem.

The physics department doesn't realize how slow I am in the coastal 1X. It appears that boat speed numbers below 2.5 m/s are being rejected and assigned zero power.

So, when I'm just cruising around, I'm getting "moving time" but no credit for the (minimal) power I'm putting out.

Any chance you could adjust that lower bound to 1.5 without overloading the physics guys or dramatically increasing the time it takes to do the calculation?
