Add support for see-other-host

It would be great if babbler would support `see-other-host` stream error. Currently it just terminates the connection.

    Hi,

    how exactly is your use case? Actually the stream error is implemented and eventually should be thrown as StreamErrorException in the connect() method. What’s happening instead?
