WDK 10 Support

From what I can tell, this is being deployed differently than before. The Tool support in SCons and the related tests make an assumption about the registry and how the WDK installer is modifying them. It appears that version 10 (the latest) does something different, so I'm unable to get the WDK tests to work properly.

This key (HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows Kits\Installed Roots) appears to have an entry called "KitsRoot10" which points to my install location. Does that seem to be the appropriate fix for this?
