Make a sample on how to introduce new fuzztests:: section

Add a sample on how to put Program() into new section, say fuzztests::, so that we demonstrate how to extend Parts.

We need separate part fuzzing tests into a dedicated build section fuzztests:: so that we can target them all with a short command line. It is not clear what user need to do to introduce a new section, similar to "utest::".
