Handle eBird export data without country codes

Birder's Diary apparently fails to provide country (or state) codes for any of its eBird exports.

Scythebill should probably: - Check if it matches a country name (case-insensitive), if so, import to that country immediately - Otherwise kick it out to the "tell me what location this is" flow
