.bsxm file written where custom checklist had a missing location

A .bsxm file got written with the following contents...

<checklist> <entry taxon="spPlocemah"/> <entry taxon="spPycno2bar"/> etc...

This implies a Checklist got saved for a Location that didn't exist?!? Not sure where the snafu existed yet, but such files fail to even load.

Three changes are needed: - Find and fix whatever generates such broken entries - Drop checklists on output? if the location doesn't have an ID - Drop checklists on input? if the location can't be found or there's no ID
