Occasional series of updates traffic from a single address

I'm seeing cases where a single address sends multiple requests to the update notification endpoint minutes apart.

This shouldn't happen - it should be at most one ping every five days. At best, this is messing up stats, at worst, some users are getting annoyingly nagged. No idea whether this is a parsing failure on the client end (with associated retry) or a pref saving failure, or something else.
