Reports: "is before" is really "is on or before"

Per the docs, "is before" is inclusive - "before 2014" is 2014 and 2013, etc.

That's not how English works. ;)

Either change the text to be clear, or change the implementation.

Changed the implementation - "is before" really is "before". "is after" was also wrong and is now fixed.
