Address remote islands without a specific state

The following islands, at a minimum, are not currently handled by Scythebill: - Prince Edward/Marion Islands: part of South Africa, in fact part of the Western Cape, but should be placed in the Indian Ocean, not Africa. - Macquarie Island - part of Tasmania, but should be in the Pacific Ocean, not Australasia.

Relatedly, there's the San Andres/Providencia Islands, which are a region of Colombia, but should be in the West Indies, not South America.
