Fix range of Caspian Gull

Issue #222 resolved
Adam Winer created an issue

Caspian Gull is now monotypic; records east of India and Kazakhstan need to be reassigned to mongolicus (in Vega) or barabensis (in Lesser Black-backed) or both.
