Update "all states" list for latest eBird subnational organization

A lot of eBird's subnational organization has changed since the first import. Aside from the simple problem of new provinces, there's some more serious issues.

First, a couple of incorrect state codes: CA-YK,Yukon,Canada,State should be CA-YT,Yukon Territory,Canada,State

ID-ML,Maluku,Indonesia,State,Australasia should be ID-MA,Maluku,Indonesia,State,Australasia

Then, a few provinces of India have been renamed: IN-OR,Orissa,India,State IN-PY,Pondicherry,India,State IN-UL,Uttaranchal,India,State are now IN-OR,Odisha,India,State IN-PY,Puducherry,India,State IN-UL,Uttarakhand,India,State
