Provide better detection when static image map limits are exceeded

When static image API limits are exceeded, users get a warning image which they can't interpret.

See if any intelligible HTTP headers are returned for this case, and give users a better message.

Also, it'd be desirable to let users click a link to see the map externally when this error case hits.
