Empty locations, sometimes duplicated within a single parent, being produced

A BirdBase user got a .bsxm file which had locations like

    <location id="1" name=""/>

... and, in one parent, multiple such locations!

Yep, was a Birdbase issue, specifically where its .csv exports would sometimes contain the null character?!?
