Start auto-resolving taxa on IOC upgrades

Adam Winer created an issue

Scythebill automatically resolves splits via checklists on eBird/Clements upgrades, but not on IOC upgrades.

Time to do so! It's a bit iffier since we don't (currently) have an absolute statement of "last IOC version used", but that could be added.
