Split IOC vs. Clements checklists

We currently try to drive the IOC and Clements checklists off a single set of taxa.

This is problematic for some cases. This bug will serve to (A) accumulate such issues and (B) drive a solution. The solution might be to support checklist entries that are different for different taxonomies.

    A first example: Anthus sp..

    saphiroi and goodsoni are considered part of Buffy Pipit in Clements, and Plain-backed Pipit in IOC. We currently have range-maps following IOC; we might consider making adding checklist entries that are Buffy Pipit in Clements and Plain-backed Pipit in IOC.

    Acrocephalus ... avicenniae is in Eurasian Reed Warbler in IOC and African Reed Warbler in eBird/Clements.
