For updates, tell users what splits are new

For both IOC and eBird/Clements, should have a file which basically takes a list of end-state taxa, and the sci. and common name of the input taxa, and gives you "how much did you gain". Lumps are ... weirder, since you need to know something about the taxonomy before the update, though I can at least tell you whether you may have been affected by lumps. Hrmph.
