Make IOC updates *not* switch users back to viewing IOC

After the IOC update, if you were last viewing eBird/Clements before, then Scythebill should reset the view back to eBird/Clements after doing any IOC resolution.

    Resolve issue #416: Make IOC updates not switch users back to viewing IOC

    Previously, IOC updates - if the users went through the ResolveTaxaPanel - ditched users in the IOC taxonomy, even if they'd entered in eBird/Clements. This has really confused a lot of users, who saw their species totals "decrease" (with the addition of many "spuhs")
