Improve experience re-importing from eBird "My Data"

Adam Winer created an issue

Re-importing triggers the duplicate flow, which is confusing. Would be nice to automatically suggest just importing the newest sightings.

    MyData imports will now give you a simple opportunity to say "just the new dates", making it clearer and safer to re-import eBird data en masse.
