Give a better message for "running an old version of Scythebill with a newer bsxm file"

Perhaps I should be making more of a practice of upgrading the .bsxm version (which catches this more elegantly).

    Resolve Issue #452: give a better error message for invalid taxonomies, which basically occur when I release a new eBird/Clements taxonomy and don't update the .bsxm version number, which I always should.

    Fixed, though it can only help in future years if I forget to update the .bsxm version number. Can’t help existing users of 14.7/14.7.1. Getting out 14.7.2 will moot the issue though.
