Support limiting taxonomies to a region

Would be nice to support limiting Browse by species to a region, and have that apply to any taxonomies with country checklists.

    Resolve Issue #629: Support limiting taxonomies to a region

    A new field on Browse by species, saved by preferences, supported for any taxonomy which includes checklists; includes synthetic regions like ABA.

    Also adds support for region checklists for extended taxonomies (in Browse by location)
