Adjust scoring in species entry to take time of year into account

When scoring species for data entry, perhaps weighting by time of year would improve sorting. E.g., multiply sighting weight by (13-ABS(MONTHS_DELTA)).

Played around with this a bit, and it didn't seem to make a big change. The particular problem seems to be that repeated sightings of really common stuff - even if it's only seasonally common - swamps anything small. And making time of year huge will boost single sightings of really rare stuff excessively if it happens to come at the right time of year.

Capping scoring for the location portion might make this more useful.
