Support entering IOC subspecies that don't map to Clements subspecies

Rather annoying that legit IOC subspecies cannot be entered, just because there's no Clements mapping.

Solution is going to look like a new SightingTaxon type, SINGLE_ANNOTATED, or such - which has a raw ID that is just a Clements species or group, but with an additional annotation that is used when resolving to IOC.
