Focus moves to taxonomy picker on "New Location" screen

Enter Sightings. New location; click Next. The focus is on the taxonomy picker instead of the "is in..." field.

And as an even slighter nit, the focus flickers between Clements, et al. on the other panels. Probably worth rearranging the focus order to put the Taxonomy picker at the end of the page, even though it's at the start in visible order.
