Remove need for existence of a file for animating crowd flags
For the "animated flags" you need a subdirectory gp4-dir\MAPS\prefix (eg gp4\MAPS\pau2013) containing some file by the name of atx.tex (eg atx.tex). the content of the latter is not important, the file is not loaded anyway, but it has to exist for enabling the "animated flags" !
IMO there should be no need for a switch at all. they should just be always animated. especially it should not depend on a file in a custom-directory in the gp4-installation. if a switch is desired, it could be in f1graphics.cfg:
