Allow temporary boosts in car power.

I've been working on this for GP2 and I think GPxPatch would handle it much better.

KERS-style: the driver has an option to use the power boost for a set amount of time each lap.

Indy/others style: there is a fixed amount of power boosts for each race. Each boost has a fixed time duration.

DRS-style: DRS is not a power boost but you can fake it. Set 1 or 2 "DRS zones" on each track and if a condition is met (gap to the car in front), a power boost can be activated in those zones.

Problems: 1 - it would probably break hotlap replays (or replays in general?) 2 - to be really useful, the AI should be allowed to use it. This would probably mean GPxPatch handling that logic. For KERS and Indy-style boosts this would probably mean a fixed point in the track where the boost is activated. For DRS-style boost, this would probably mean activating the boost every time it is available. 3 - it would probably require an extra .ini file for each track/season?

Extra: If all the above is doable, you could probably add engine power management to races? Like the F1 cars sometimes need to do choosing different fuel settings during the races (more power, more fuel consumption, not sure if GPx games handle it automatically, they sort of do it for tyre wear).
