Free tyre selection for races without qualification first

At the start of races for whom the player did not play the qualifying first with his own tyre choice it's impossible for the player to choose 'hard' tyres (option is greyed) right before the start of the race. In dry wheather only 'soft' tyres can be chosen.

This proposal was first formulated by Jorge Caranti via gpg, but it's also a feature request of mine.
