Move image toggle mode to an independent setting

Because sometimes it's handy to have toggle and another mode be activated at the same time.

Lowered priority because the requester actually wanted to use the range function.

Added third state to "Cut off at min/max value" in image control settings, which will hide the image when the value is beyond the limits.
