Stalled at the start

Would be fun to see some cars being stationary at the start (a usual situation for 70-90s F1). It could be manualy implemented with setting race bhp to 1 to a certain driver at the perfs, but it would be really funny to see this randomly generated somehow like programm-altering the perfs before the raceweekend by the GPxTool (could be optional with tick/untick setting).
